Cartographic Setting on Lake Lugano

Campione d'Italia is an Italian municipality belonging to the Province of Como in Lombardy. It is an enclave situated on the eastern shore of Lake Lugano (Lago di Lugano), completely surrounded by the Swiss Canton of Ticino. It is separated from mainland Italy by less than one kilometer of Swiss lake waters, with the nearest Italian land border located approximately 14 kilometers away by road via the Swiss town of Bissone.

The enclave covers an area of 2.6 square kilometers (0.9 sq mi), with steep Alpine terrain ascending the slopes of Monte Sighignola, famously known as the Balcone d'Italia ("Balcony of Italy") due to its panoramic vista looking back towards Switzerland.

Feudal Donation and the Monks of Saint Ambrose

Campione's unique territorial status dates to the 8th century. In 777 AD, the Lombard nobleman Totone of Campione bequeathed his estate and lands to the Archdiocese of Milan and the Basilica of Sant'Ambrogio in Milan. When the surrounding lands of Ticino were conquered and incorporated into the Swiss Confederation in 1512, the monks of Sant'Ambrogio maintained their feudal sovereign rights over Campione.

In 1798, during the Napoleonic reorganization of the Cisalpine Republic, the residents of Campione were given the option to join Switzerland or remain tied to Lombardy. The population voted unanimously to remain part of Lombardy/Italy. In the 1930s, Benito Mussolini affixed the suffix "d'Italia" to the town's name to underscore its Italian national identity.

Economic and Customs Realities

Because of its geographic isolation, Campione evolved a hybrid economic regime for over a century:

  • Currency: While the Euro is legal tender in Italy, everyday commercial transactions, wages, and municipal billing in Campione traditionally operate in Swiss Francs (CHF).
  • Telecommunications & Postal: The town utilizes both Italian (+39) and Swiss (+41) telephone routing codes, and has both Italian (22061) and Swiss (CH-6911) postal codes.
  • 2020 EU Customs Union Transition: On 1 January 2020, following an EU Council Directive, Campione officially joined the European Union Customs Territory, ending its historic de facto inclusion in the Swiss customs territory and re-establishing custom checkpoints along the road to Lugano.
